The Army is deliberately shortchanging troops on their disability retirement ratings to hold down costs, according to veterans’ advocates, lawyers and service members.
“These people are being systematically underrated,” said Ron Smith, deputy general counsel for Disabled American Veterans. “It’s a bureaucratic game to preserve the budget, and it’s having an adverse affect on service members.”
The numbers of people approved for permanent or temporary disability retirement in the Navy, Marine Corps and Air Force have stayed relatively stable since 2001.
But in the Army — in the midst of a war — the number of soldiers approved for permanent disability retirement has plunged by more than two-thirds, from 642 in 2001 to 209 in 2005, according to a Government Accountability Office report last year. That decline has come even as the war in Iraq has intensified and the total number of soldiers wounded or injured there has soared above 15,000.
The Army denies there is any intentional effort to push wounded troops off the military rolls. But critics say many troops being evaluated for possible disability retirement accept the first rating they are offered during their first informal board — but that if they were to request a formal board, and then appeal the decision of that board, they would receive higher ratings.
The system is complicated — “unduly so,” the Rand Corp. think tank said in a 2005 report — and the counselors who advise troops often have insufficient training or experience. Service members also assume that after months spent in a war zone, the military will look out for them, critics say.

‘I couldn’t believe it’
Smith said he began hearing tales about two years ago of service members who said they were not getting proper disability ratings based on the VA Schedule for Rating — the document used by both the military services and the VA to determine percentage ratings for disabilities, which in turn sets compensation rates.
“I finally decided to take on a case myself,” Smith said. “It’s been a while since I took a case.”
He found an Army captain whose radial nerve in his right arm had been destroyed in Iraq — the same injury that has left Bob Dole, the World War II veteran and former Kansas senator, unable to use his arm to do more than hold a pen.
Smith followed the captain through the physical evaluation board process. He said that under the ratings schedule, this was an easy call: 70 percent disability. But at his first informal medical evaluation board, the captain initially was offered just 30 percent, and he had to fight to raise it to 60 percent through a subsequent formal evaluation board and then a final appeal.
“His first offer I couldn’t believe it,” Smith said. “I was just incensed.”

Anti-Genocide Activists in Guatemala Kidnapped, Threatened
An indigenous rights organizer pursuing the national genocide cases in Guatemala was recently kidnapped in Guatemala City while other members of the activist legal team with whom he works have recieved written threats and incurred other types of intimidation.
On Feb. 2, Otto Navarro, a lawyer with the Center for Legal Action in Human Rights (CALDH), found the tire of his car slashed. Later that day, Josè Roberto Morales, CALDH’s indigenous rights coordinator, was kidnapped by two armed men in a carjacking in front of his house. They released him in another neigborhood, advisng him that if he activated the vehicle’s alarm they would return to his home to murder him. His vehicle was later uncovered with all of his belongings, including a laptop computer, intact.
That weekend, from Feb. 3-5, unknow assailants broke into the offices of three other organizations: Human Rights Defenders Protection Unit, National Movement for Human Rights, & Communication Association for Art and Peace. Their files were searched, and computers and film equipment were stolen. On the morning of Feb. 5, as members of these groups waited for the authorities to arrive, a red Toyota Corolla drove by and filmed the group.
Also on Feb. 5, a note was left on the windshield of CALDH lawyer Angèlica Gonzàlez, saying:
“Stop bothering with protection, protect yourself which you do not understand despite so much warning, tell Pancho [CALDH’s legal coordinator] to take care of himself and his children and the wife that is always alone, we see them and you Lawyer-Gangster pieces of shit that only want money. Look for another job but one of these days we will go out for lunch together, as always it’s on us. Understand, you sons of bitches.”

Democratic presidential candidate Barack Obama (news, bio, voting record) ridiculed Vice President Dick Cheney on Friday for saying Britain's decision to pull troops from Iraq is a good sign that fits with the strategy for stabilizing the country.
Obama, speaking at a massive outdoor rally in Austin, Texas, said British Prime Minister Tony Blair's decision this week to withdraw 1,600 troops is a recognition that Iraq's problems can't be solved militarily.
"Now if Tony Blair can understand that, then why can't George Bush and Dick Cheney understand that?" Obama asked thousands of supporters who gathered in the rain to hear him. "In fact, Dick Cheney said this is all part of the plan (and) it was a good thing that Tony Blair was withdrawing, even as the administration is preparing to put 20,000 more of our young men and women in.
"Now, keep in mind, this is the same guy that said we'd be greeted as liberators, the same guy that said that we're in the last throes. I'm sure he forecast sun today," Obama said to laughter from supporters holding campaign signs over their heads to keep dry. "When Dick Cheney says it's a good thing, you know that you've probably got some big problems."
A spokeswoman for Cheney, traveling with him in Australia, said they had no comment on Obama's remarks.
Cheney told ABC News earlier this week that Blair's announcement was good news, calling it an affirmation that parts of Iraq have been stabilized.
Obama's Austin appearance was part of a campaign swing across the country to raise money for his two-week old candidacy and build his reputation nationally.

Longtime antiabortion activist Steve Ertelt, editor of Life News, is worried about the forthcoming release of Tony Kaye's documentary film Lake of Fire. Due for release in October following a series of appearances at film fests, Lake of Fire is a 152 minute documentary on the politics of abortion in the United States. The apparent source of Ertelt's concern is that the film features a side of the antiabortion movement he would rather us not see: religiously inspired domestic terrorism.
According to The Hollywood Reporter:
The 2 1/2-hour feature takes a stark look at all sides of the abortion debate, including footage of procedures, the killings of doctors who have performed them and interviews with such people as Operation Rescue founder Randall Terry and lawyer Alan Dershowitz. Made for more than $6 million over about 16 years, "Fire" will be released theatrically in October, with a possible three- to four-hour TV version to follow.
But Ertelt says it "could wind up being known more for its graphic and sensationalist nature than its honest treatment of the abortion issue." A few sentences later he repeats himself.
"The feature firm is said to take a look at both sides of the abortion debate but the movie may do more to sensationalize both sides.
It features graphic abortion pictures, photos of abortion practitioners who have been killed by vigilante extremists and interviews with people such as Operation Rescue founder Randall Terry and combative pro-abortion lawyer Alan Dershowitz."
In fact, most reviewers so far have said that there is plenty in it to give both sides pause, and that the film is exceptionally even handed for such a volatile subject. But the film explores the dirty not-so-secret of the pro-life movement: how domestic terrorism has been integral to the movement for decades. The part of the face of the movement we rarely see includes interviews with the notorious Paul Hill, who committed a double murder of a doctor and his escort; as well as Michael Griffin, who also murdered a doctor.

Much of the intelligence on Iran's nuclear facilities provided to UN inspectors by US spy agencies has turned out to be unfounded, diplomatic sources in Vienna said today.
The claims, reminiscent of the intelligence fiasco surrounding the Iraq war, coincided with a sharp increase in international tension as the International Atomic Energy Agency (IAEA) reported that Iran was defying a UN security council ultimatum to freeze its nuclear programme.
That report, delivered to the security council by the IAEA director general, Mohammed ElBaradei, sets the stage for a fierce international debate on the imposition of stricter sanctions on Iran and raises the possibility that the US could resort to military action against Iranian nuclear sites.
At the heart of the debate are accusations - spearheaded by the US - that Iran is secretly trying to develop nuclear weapons.
However, most of the tip-offs about supposed secret weapons sites provided by the CIA and other US intelligence agencies have led to dead ends when investigated by IAEA inspectors, according to informed sources in Vienna.
"Most of it has turned out to be incorrect," a diplomat at the IAEA with detailed knowledge of the agency's investigations said.

On December 20 1954, a woman known as Marion Keech gathered her followers in her garden in Lake City, Illinois, and waited for midnight, when flying saucers were supposed to land and save them from huge floods about to engulf the planet.
Keech had received news of the impending deluge from Sananda, a being from the planet Clarion, whose messages she passed on to a small group of believers. Unbeknown to her, the group had been infiltrated by a University of Minnesota researcher, the social psychologist Leon Festinger.
As dawn rose on December 21 with no flying saucer in sight, Keech had another revelation. Sananda told her that the group's advanced state of enlightenment had saved the entire planet. They rejoiced and called a press conference. "A man with a conviction is a hard man to change," wrote Festinger in his book on the cult, When Prophecy Fails. "Tell him you disagree and he turns away. Show him facts and figures and he questions your sources. Appeal to logic and he fails to see your point."
George Bush is a man of conviction and clearly a hard man to change. When reality confronts his plans he does not alter them but instead alters his understanding of reality. Like Keech and her crew, he stands with a tight band of followers, both deluded and determined, understanding each setback not as a sign to change course but as further proof that they must redouble their efforts to the original goal.
And so we watch the administration's plans for a military attack against Iran unfold even as its official narrative for the run-up to the war in Iraq unravels and the wisdom of that war stands condemned by death and destruction. As though on split screens, we pass seamlessly from reports of how they lied to get us into the last war, to scenes of carnage as a result of the war, to shots of them lying us into the next one.
One moment we see the trial of Dick Cheney's former deputy, Lewis "Scooter" Libby, revealing how the administration sought to discredit critics of the plans to invade Iraq; the next we see them discrediting critics of their plans to attack Iran. On one page, newly released documents reveal how the defence department contorted evidence to justify bombing Baghdad; on the next, the administration is using suspect evidence to justify bombing Iran.

A suicide truck bomber sent a deadly storm of metal, stone and jagged plaster through worshippers leaving a Sunni mosque Saturday, girkilling at least 39 in a possible sign of escalating internal Sunni battles between insurgents and those who oppose them.
The motive for the attack was not immediately clear. But it carried the hallmarks of an increasingly bloody struggle for control of Anbar province — a hotbed of anti-U.S. guerrillas since the uprising in Fallujah in 2004 that galvanized the insurgency.
U.S. military envoys and pro-government leaders have worked hard to sway clan chiefs and other influential Anbar figures to turn against the militants, who include foreign jihadists fighting under the banner of al-Qaida in Iraq. The extremists have fought back with targeted killings and bombings against fellow Sunnis.
The blast in Habbaniyah — in the heart of insurgent territory about 50 miles west of Baghdad — was among the deadliest against civilians in Anbar.
The imam of the mosque had spoken out against extremists — most recently in this Friday's sermon, residents said. Many people in the neighborhood work for the Iraqi military and police forces, who frequently come under militant attack.
The truck, filled with building materials such as stone and plaster board, was blown apart as worshippers left following mid-afternoon prayers.
Rescuers, including U.S. soldiers, pulled survivors from the debris. The U.S. military sealed off the area and said it opened its medical facilities to "the most life-threatening injuries" among the more than 60 hurt.

Market Preview: Fed's rosy view to be challenged
The Federal Reserve's benign view of the US economy - that it is enjoying solid growth, moderating inflationary pressures and stablisation in the housing market in 2007 - will begin to be stress-tested in this week's data releases.
US interest rates appear set for a period of stability but Dean Maki, head of US economics research at Barclays Capital, cautions that the Fed's views will be challenged over the next few months due to persistently high core inflation and an acceleration in the pace of growth.
US consumer confidence for February, due tomorrow, is expected to fall from 110.3 in January to 109.0, due mainly to increased unemployment claims and higher gasoline prices.
Fewer aircraft orders means the headline measure for US durable goods orders is expected to fall by 1.8 per cent in January's data, also due tomorrow, while the core measure is also expected soften.
After a sharp downturn last year, the evidence that the US housing market is stabilising still remains tentative. The National Association of Home Builders activity index has been recovering since September and warm weather boosted the market in December. US existing home sales for January, due tomorrow, are expected to rise modestly from 6.22m (annualised) in December to 6.24m, while new homes sales, due on Wednesday, are expected to fall from 1.12m to 1.09m.
Thursday brings the Fed's preferred inflation measure, the core personal consumption expenditure deflator, which is expected to rise from 2.2 per cent in December to 2.3 per cent in January. But medical inflation has proved stronger-than-expected so there is a risk that the core PCE could push up to 2.4 per cent, providing a reminder that inflationary pressures could remain stubbornly high.
The Institute of Supply Management's manufacturing survey, due on Thursday, is expected to show the headline index remained below the 50 no-change level for a second month in February. Official manufacturing data reported a contraction in output in three out of the last four months and the ISM is pointing to a further softening in growth.
Eurozone GDP growth rose by 3.3 per cent in the final quarter of last year and the manufacturing purchasing managers' surveys, due on Thursday, are expected to indicate activity remains solid in the first quarter. The headline Eurozone PMI index is expected to rise from 55.5 in January to 55.7 in February.

Health care was the topic of the day Saturday, but Democratic presidential candidate John Edwards made sure New Hampshire voters gave him another chance to say he was wrong as a senator to authorize the use of force in Iraq.
Edwards' visit to New Hampshire was billed as a series of house meetings to promote his health care plan and his presidential bid. But less than five minutes after walking into the day's first house party, the 2004 vice presidential nominee turned to the subject that has consumed the Democratic contenders: Iraq.
"Honestly, if you don't bring up Iraq, I'll bring it up," the former North Carolina senator told about 150 people gathered in a state senator's living room and kitchen.
And when the first few questions dealt with other issues — homelessness, catastrophic health insurance, the federal budget — Edwards again suggested someone might want to ask him about Iraq. Edwards wanted to make sure everyone there knew he regretted his Senate vote that gave President Bush the authority to begin the war in Iraq — an apology Sen. Hillary Rodham Clinton has refused to offer.
"I suspect some in the room know this already, maybe everybody: I voted for this war. I should not have voted for this war. I was wrong to vote for it. I have to take responsibility for that and I do," Edwards said when asked about the procedural wrangling in the U.S. Senate over how to challenge to President Bush's Iraq war policy.

If Democrats are determined to go all the way to stop the Iraq war, they will probably have to impeach, convict and oust President George W. Bush and Vice President Dick Cheney — which is another way of saying that Democrats are not going to stop or limit this war.
That is because it is a safe bet that Democrats are not prepared to go that far, and an even safer bet that Bush will veto anything Congress passes.
So what is the point of Democratic congressional leaders staging votes on binding legislation without having the votes to override a veto (as evidenced by their failure to pass a non-binding resolution in the Senate)?
Forcing Republicans to repeatedly go on the record in support of Bush’s unpopular war policies — while having no effect in Iraq — does serve Democratic interests in hammering GOP incumbents at the ballot box next year.

Malloy coming to XM Radio
The comeback juggernaut of Mike Malloy is still chugging along, as the Nova M Radio-syndicated nighttime talker has added XM Radio to his growing list of affiliates.
Malloy's show will debut on XM effective March 1. What is not known is what channel he will be on, but the assumption is that it will be on XM167, aka the "Air America Radio Channel". The online on-air roster for XM167 currently omits all Air America shows airing after 9PM.
The addition of Malloy's show to XM167 is another step by XM in fleshing out a distinct lineup to go along with the Air America Radio programming. Yesterday, they moved Ed Schultz' show to a live slot there, bumping Thom Hartmann. As of now, no further changes have been publicly announced, though rumors have been flying about what XM will do, if they do anything at all, about other liberal talk shows, from the likes of Bill Press and Stephanie Miller. Some are saying they'll be added to XM167, which will further wipe out Air America programming on the channel. Still, there are no details available regarding any kind of contract Air America has with XM, as far as exclusivity and the direction of the channel.
Could there be a second liberal talk channel added, to accomodate the JRN programming (Press, Miller, Schultz) and other talkers like Lionel? After all, XM currently has two full-time conservative talk channels, with a couple more that incorporate conservative talk shows throughout their respective lineups. And there certainly appears to be enough shows to flesh out a second channel, with some rather creative scheduling, but as far as we all know, there are no plans for a second liberal talk channel. First and foremost in everyone's minds is the recently announced merger proposal that will unite XM and Sirius. However, considering all of the government agency approvals this bid will go through, and the technical aspects of the merger, a union of the two companies will not happen until later this year at the earliest.
In addition to picking up XM, Malloy gains two more affiliates, as KGOE in Eureka, CA and KTNF in Minneapolis both pick up the show. On KGOE, his show, which runs from 6-9PM on the West Coast, would replace or displace either Clark Howard's personal finance show or Jeff Rense, currently on from 7-10PM. KTNF will air him on delay from Midnight-3AM weeknights. As for future affiliates, one could possibly be KPOJ in Portland, which is currently running a replay of Sam Seder's show in the 6-9PM slot. Considering they are already running Seder in the late morning slot, this would appear to be an obvious place to add Malloy's show. They are hinting at further changes, so who knows?

It is four and a half acres of American power in the middle of the Arabian Sea but the influence of USS Dwight D Eisenhower stretches for hundreds of miles.
The aircraft carrier, backed by its sister vessel, a handful of destroyers and a shoal of support ships, has placed a maritime ring of steel around an increasingly unstable region.
While the Eisenhower is ostensibly assisting US operations in Afghanistan and Iraq, it is the looming threat of Iran that increasingly occupies its attention.
Recent tensions between America and Iran over Teheran's attempts to develop a nuclear weapon have raised the prospect of its third regional war in a decade.
The addition of a second aircraft carrier to its strike groups has fuelled the belief that America is gearing up for a fight with Iran. Not since the Iraq war in 2003 has America amassed so much fire power around the Gulf.
As flagship of the Fifth Fleet, the Eisenhower welcomed the arrival of a second Nimitz class nuclear powered aircraft carrier, the USS John C. Stennis, and its accompanying destroyers on Tuesday.
Captain Dan Cloyd, the Eisenhower's commanding officer, compared the situation with the international tension of the Cold War.
"There was a time when we had two aircraft carriers in the Mediterranean," he told The Daily Telegraph. "The world changes and we adapt."
The quiet-spoken Capt Cloyd embraced the suggestion that the dual deployment is at the forefront of efforts to stop Iran getting a nuclear bomb, pointing out that his maritime assets have been tasked to quash any challenge to global security.
"Our presence here is an affirmation of our resolve in this area to engage with the nations of the region either where we share common goals or where we face challenges."

In US, record numbers are plunged into poverty: report AFP

The gulf between rich and poor in the United States is yawning wider than ever, and the number of extremely impoverished is at a three-decade high, a report out Saturday found.
Based on the latest available US census data from 2005, the McClatchy Newspapers analysis found that almost 16 million Americans live in "deep or severe poverty" defined as a family of four with two children earning less than 9,903 dollars -- one half the federal poverty line figure.
For individuals the "deep poverty" threshold was an income under 5,080 dollars a year.
"The McClatchy analysis found that the number of severely poor Americans grew by 26 percent from 2000 to 2005," the US newspaper chain reported.
"That's 56 percent faster than the overall poverty population grew in the same period," it noted.
The surge in poverty comes alongside an unusual economic expansion.
"Worker productivity has increased dramatically since the brief recession of 2001, but wages and job growth have lagged behind. At the same time, the share of national income going to corporate profits has dwarfed the amount going to wages and salaries," the study found.

Cheney hints at Iran strike

US Vice-President Dick Cheney has raised the possibility of military action to stop Iran acquiring nuclear weapons.
He has endorsed Republican senator John McCain's proposition that the only thing worse than a military confrontation with Iran would be a nuclear-armed Iran.
In an exclusive interview with The Weekend Australian, Mr Cheney said: "I would guess that John McCain and I are pretty close to agreement."
The visiting Vice-President said that he had no doubt Iran was striving to enrich uranium to the point where they could make nuclear weapons.
He accused Iranian President Mahmoud Ahmadinejad of espousing an "apocalyptic philosophy" and making "threatening noises about Israel and the US and others".
He also said Iran was a sponsor of terrorism, especially through Hezbollah. However, the US did not believe Iran possessed any nuclear weapons as yet.
"You get various estimates of where the point of no return is," Mr Cheney said, identifying nuclear terrorism as the greatest threat to the world. "Is it when they possess weapons or does it come sooner, when they have mastered the technology but perhaps not yet produced fissile material for weapons?"
Mr Cheney also condemned Kevin Rudd's plan to withdraw all Australian combat troops from Iraq. Although he did not mention the Opposition Leader by name, Mr Cheney said the withdrawal of Australian troops "would clearly be a disappointment from our standpoint".
He encouraged further Australian involvement: "The more allies we have and the more committed they are to the effort, the quicker we can anticipate success." Mr Cheney said the allied coalition could not afford to "anticipate failure" and said that the outcome in Iraq would affect not only US security: "We all have a stake in getting the right outcome in Iraq."
The US, he said, would stay in Iraq until it "got the job done".

exists across the country.
The same thing happened in
1992 during the riots in LA
and elsewhere across the country.
Bush's father was condemned.
His approval rating plummeted.
And that was after he received

Jack Hall from England, U.K. proved that a ukulele didn't need to be made with conventional tools or from the finest materials to play well, sound good and be beautiful to look at.
This one-of-a- kind 1984 ukulele was made entirely from used wooden matchsticks...10,000 of them painstakingly glued together with 2 lbs of hide glue.
Matchsticks for the curved portions of the ukulele were pre-soaked and bent, and the glued-together sections were weighted into shape with the aid of flat-irons, fire bricks and pans of water. The carving was fashioned with a knife, a file and a straight-edge razor; finishing touches were accomplished with sandpaper, before the varnish seal was applied.
Construction was completed in four hundred hours...working five hours per day.

Hersh: New Pentagon Unit Developing Contingency Plan To Bomb Iran
In the latest issue of The New Yorker, Pulitzer Prize winning journalist Seymour Hersh reports that a special Pentagon unit has been charged in recent months with developing plans for U.S. air attacks on Iran. From Reuters:
Despite the Bush administration’s insistence it has no plans to go to war with Iran, a Pentagon panel has been created to plan a bombing attack that could be implemented within 24 hours of getting the go-ahead from President George W. Bush, The New Yorker magazine reported in its latest issue.
The special planning group was established within the office of the Joint Chiefs of Staff in recent months, according to an unidentified former U.S. intelligence official cited in the article by investigative reporter Seymour Hersh in the March 4 issue.
